Paul resolves disputes and provides strategic advice for clients in the public and private sectors. He has over 25 years experience as a trial and dispute resolution lawyer and has presented cases, to Privy Council level, in a range of areas.
Paul is an author of textbooks on judicial review, public law and trial advocacy and presents seminars and courses for the Law Society and other organisations on public law, civil litigation and courtroom advocacy.

Conduct of public law, judicial review and constitutional law proceedings and provision of decision-making advice for a range of public bodies including Government departments, Crown entities, statutory tribunals and corporations, local authorities and the Government of the Kingdom of Tonga
Conduct of judicial review proceedings and provision of public law advice for other entities including iwi organisations, primary sector organisations, health providers and oil and gas companies
Acting as advisor, legal assessor, and prosecutor for a number of professional regulatory bodies

Conduct of High Court and arbitration proceedings for gas and electricity companies
Conduct of banking and finance litigation for banks and financial institutions

Environmental law
Advice to Government departments on climate change including the provision of a legal analysis and draft legislation for an emissions trading market

Treaty and Maori Law
Counsel for iwi organisations and Maori Trust Boards in settlement negotiations with the Crown involving negotiation of deeds of settlement, protocols with Government departments, agreements with local authorities, mandating of governance entities and securing the introduction of settlement legislation
Appearances as counsel for iwi in the Waitangi Tribunal
Conducting High Court proceedings on Treaty settlement issues
