Paul is a dispute resolution lawyer with particular experience in public law, competition law, and commercial litigation. Paul has over 25 years experience and a successful track record of resolving disputes and providing strategic advice in the public and private sectors.

Paul resolves disputes and provides strategic advice for clients in the public and private sectors. He has over 25 years experience as a trial and dispute resolution lawyer and has presented cases, to Privy Council level, in a range of areas.
Paul is an author of textbooks on judicial review, public law and trial advocacy and presents seminars and courses for the Law Society and other organisations on public law, civil litigation and courtroom advocacy.
 
Some of Paul's major projects

Public law

  • Conduct of public law, judicial review and constitutional law proceedings and provision of decision-making advice for a range of public bodies including Government departments, Crown entities, statutory tribunals and corporations, local authorities and the Government of the Kingdom of Tonga
  • Conduct of judicial review proceedings and provision of public law advice for other entities including iwi organisations, primary sector organisations, health providers and oil and gas companies
  • Acting as advisor, legal assessor, and prosecutor for a number of professional regulatory bodies
Commercial litigation

  • Conduct of competition law litigation
  • Conduct of High Court and arbitration proceedings for gas and electricity companies
  • Conduct of banking and finance litigation for banks and financial institutions
  • Conduct of litigation for receivers and liquidators
  • Conduct of tort, contract, intellectual property and product liability litigation
  • Advising sporting bodies and players appearing in disciplinary and player selection hearings

Environmental law

  • Advice to Government departments on climate change including the provision of a legal analysis and draft legislation for an emissions trading market
  • Appearances in the Environment Court, High Court and Court of Appeal for a range of clients including oil and gas companies, telecommunications companies, iwi organisations and statutory corporations

Treaty and Maori Law

  • Counsel for iwi organisations and Maori Trust Boards in settlement negotiations with the Crown involving negotiation of deeds of settlement, protocols with Government departments, agreements with local authorities, mandating of governance entities and securing the introduction of settlement legislation
  • Appearances as counsel for iwi in the Waitangi Tribunal
  • Conducting High Court proceedings on Treaty settlement issues
  • Appearances in the Maori Land Court and the Maori Appellate Court
